Farhad Mansouri is a water resources specialist with more than six years of professional experience in stormwater management, flood risk assessment, land development, and municipal infrastructure design. He has worked on projects in both Canada and Afghanistan, combining technical expertise with leadership in project delivery.

He earned a Master of Science in Water Resources Engineering from Ritsumeikan University, Japan (2017) and a B.Sc. in Civil Engineering from Herat University, Afghanistan (2011). His research focused on integrated flood management and hydraulic modeling of the Harirud River Basin. Farhad is a certified Project Management Professional (PMP) and has completed all requirements for Professional Engineer (P.Eng.) licensure in Ontario.

Professionally, he has served as a Water Resources Specialist with the South Nation Conservation Authority (Ontario, Canada), where he led stormwater management reviews, developed hydrologic and hydraulic models (HEC-RAS, HEC-HMS, PCSWMM), and contributed to flood hazard mapping projects under Ontario’s provincial programs. Earlier, he worked as Manager of National Economy & Infrastructure at the Administrative Office of the President of Afghanistan, overseeing national-scale infrastructure initiatives. He also served as an engineer with the Ministry of Energy and Water, Afghanistan, designing and supervising hydraulic structures such as dams, canals, and flood protection systems.

Farhad’s technical competencies include hydrologic/hydraulic modeling, flood hazard mapping, Low Impact Development (LID) practices, GIS, AutoCAD Civil 3D, and regulatory compliance under Ontario’s Conservation Authorities Act. His strong project management skills and international background allow him to deliver innovative, resilient, and sustainable engineering solutions.
